Bashkortostan is in the top five of the National rating of the investment climate

On June 17, the St. Petersburg International Economic Forum hosted a presentation of the results of the National Rating of the Investment Climate in the regions of Russia, which is annually formed by the Agency for Strategic Initiatives (ASI) together with business associations.

By the end of 2021, Bashkortostan retained its position in the top five of the rating. Recall that in 2020, the region entered the TOP 5 for the first time, taking the fifth place.

First Deputy Prime Minister of the Russian Federation Andrey Belousov noted the high quality of work with investors in Bashkortostan. According to him, this is the experience that should be presented for distribution in other regions.

- What you definitely need to learn from the leadership of Bashkortostan is building relationships with investors. It is very pleasant to note that the Regional Council of Bashkortostan for improving the investment climate received the highest score of 5 out of 5. Despite the fact that the average in the country is about 4, - said Andrey Belousov. In Bashkortostan, systematic work is being carried out to improve the investment climate.

According to the results of last year, the volume of investments in fixed assets in the Republic of Bashkortostan amounted to 419.3 billion rubles. The region has implemented 948 investment projects worth 93.2 billion rubles. At the municipal level, 933 investment projects worth 43.8 billion rubles have been implemented," said Prime Minister of the Government of the Republic of Bashkortostan Andrey Nazarov. - Last year, Bashkortostan developed and implemented the 3rd package of measures in the context of the spread of the COVID pandemic, including measures for 2020 and a new set of financial and non-financial support programs, including for businesses in the fields of tourism, agriculture, exports, forestry and light industry. We made these decisions based on feedback from the business, taking into account the real needs and problems faced by enterprises.

The cluster policy is being actively implemented in the republic. A cooperation agreement has been signed between the Government of Bashkortostan and the Association of Clusters, Technoparks and SEZs of Russia, within the framework of which active work is being carried out on the formation of industrial and agro-industrial clusters.

The region pays considerable attention to the development of exports and the expansion of sales markets for republican products. By the end of 2021, the volume of Bashkortostan's foreign trade turnover amounted to 4.6 billion US dollars (in 2020 - 3.9 billion US dollars). The volume of exports of goods amounted to 3.7 billion US dollars (in 2020 - 3.04 billion US dollars). The volume of exports of non-primary non-energy goods is $2.5 billion, which is 34.3% higher than the level of 2020 (in 2020, $1.64 billion). This result is due to the symbiosis of financial and advisory mechanisms of assistance to entrepreneurs: subsidies for logistics, international certification, Export cashback, Emergency export assistance. In addition, Bashkortostan has representative offices in the Republic of Turkey, Kazakhstan and Belarus. By 2024, it is planned to open 8 more representative offices.

Bashkortostan is among the leaders in terms of the number of residents attracted to the TOCER and ranks second among the regions of Russia in this indicator. In total, there are 5 territories of advanced development in the republic, where 122 residents operate with a planned investment volume of more than 50 billion rubles and the creation of more than 10 thousand new jobs.

The SEZ "Alga", located on the territory of the Ishimbay and Sterlitamak districts of Bashkortostan, has become the most dynamically developing special economic zone of industrial and production type in Russia by the end of 2021. Currently, 12 residents are operating here with an investment volume of about 25.7 billion rubles and the creation of 1,733 jobs.

In 2021, a lot of work was done on digitalization of business services, information support and network planning for projects. Thus, the organization of work to improve the business environment has been transferred to the format of network planning, which provides for step-by-step and comprehensive execution of 540 specific activities in all areas potentially interesting for business. 21 republican departments are responsible for the implementation of these measures. Control is carried out at the level of the Head and Prime Minister of the Government of Bashkortostan through the Republic's Management Center.

We have applied a transparent mechanism for monitoring the execution of events - in a digital format based on an interdepartmental CRM system in real time. The network schedule for 2022 already contains 939 events. A feature of the new format of network planning is a phased and multi-vector process management that does not leave gaps and does not allow for imbalance. Thus, business processes are enhanced by digitalization measures and are regularly covered for the target audience by PR events, - said Andrey Nazarov.

It was also noted that despite the pandemic and the crisis caused by it, in 2021 the number of operating SMEs in the Republic of Bashkortostan increased by 5 thousand units and amounted to 126.9 thousand, which is 5 thousand more than a year earlier.

The National rating of the investment climate assesses the efforts of regional authorities to create favorable business conditions. The pilot testing of the rating took place in 2014 in 21 subjects of the Russian Federation. Since 2016, all regions have been involved in the formation of the rating. Bashkortostan has been participating in the National Ranking since 2015. Traditionally, the rating is calculated in the context of four areas: the regulatory environment, institutions for business, infrastructure and resources, support for small businesses. At the same time, the main array of indicators is estimated based on the results of surveys of the business community.
